Retired Senior CIA Executive and Internationally-Recognized Authority on Counterintelligence

The CIA’s Distinguished Intelligence Medal is awarded “For performance of outstanding services or for achievement of a distinctly exceptional nature in a duty or responsibility, the results of which constitute a major contribution to the mission of the Agency.”

(This is not the standard Career Intelligence Medal which is routinely given out to those who have served many years.)

Paul Redmond served as Deputy Chief of CIA’s Counterintelligence Center (CIC) where he led the CIA’s investigation that identified Aldrich Ames, a CIA employee spying for the Russians.

Redmond was then appointed the Associate Deputy Director of Operations for Counterintelligence by DCI John Deutch and oversaw the Nicholson spy case.

Redmond was awarded the National Intelligence Distinguished Service Medal and the CIA Distinguished Intelligence Medal (shown here presented by DCI James Woolsey in 1994 for Redmond’s work on the Aldrich Ames spy case).

Upon retiring after a 34 year career in the CIA, he continued to serve as a counterintelligence consultant for the government, such as investigating counterintelligence at the DOE nuclear weapons laboratories where he held the highest clearance. He also directed the damage assessment teams of the Robert Hanssen spy case and the Parlor Maid spy case. 

The CIA-FBI Nicholson Case Leadership Team

This remarkable historic 1996 photograph is the result of the close partnership between the CIA and FBI forged through a tough series of presidential, congressional as well as numerous internal Agency reforms, led in part by ADDO/CI Paul Redmond, to fix and strengthen counterintelligence in the CIA after the Aldrich Ames spy case in 1994.

Through his leadership, Redmond (shown below in the middle with the green tie) helped implement the aggressive new processes in place for the FBI and CIA to catch the next spies. 

Which they did. The new partnership and processes identified a GS-15 senior CIA case officer, Harold “Jim” Nicholson who volunteered to spy for the Russian SVR. Unlike Ames who spied for many years, the partnership was able to quickly and successfully bring Nicholson to justice. 

At the joint FBI-CIA press conference announcing the arrest, DCI Deutch (in the middle of the above photo) said, “The arrest of Nicholson is the direct result of an unprecedented level of cooperation between the CIA and the FBI. We are now able to demonstrate quite conclusively that the post-Ames reforms work as designed. Clearly the post-Ames analysis and detection mechanisms the CIA and FBI put in place succeeded in the identification of Nicholson and his alleged espionage activities on behalf of the Russian intelligence service.”

FBI Director Louis Freeh (standing next to DCI Deutch above) said, “The most formidable weapon against this grave crime is a close partnership between the FBI and the CIA. It is that partnership that made today’s announcement possible.”

Later successes of this partnership included the Robert Hanssen spy case and the Russian Illegals operation in the US.
