EXPERTISE:

Executive Leadership

    • Counseled three Directors of Central Intelligence on highly sensitive counterintelligence, as well as personnel and technical security matters.
    • Managed the CIA’s counterintelligence organization: developed policy and oversaw budget and personnel.
    • Developed policies and procedures, and advised the CIA’s senior management team on internal security and counterintelligence.
    • Advised the CIA’s senior executives on the assignment of key personnel.


Counterespionage

    • Pioneered and managed the CIA’s role in espionage investigations involving the U S. Government, U.S. companies and allied foreign governments.
    • Promoted and supported successful prosecutions of spies in the U S. and abroad.
    • Transformed the CIA ‘s internal investigative, counterintelligence organization and its capabilities.
    • Supervised support provided by the CIA to the private sector related to commercial counterespionage.
    • Initiated and directed the complete overhaul of CIA’s counterespionage recordkeeping, and establish effective data storage, retrieval and correlation system.


Counterintelligence and Operational Security

    • Oversaw operational security functions of the CIA’s intelligence collection activities.
    • Oversaw counterintelligence aspects of personnel, computer systems and physical plants in the U S. and abroad; maintained liaison with senior executives responsible for day-to-day management and technical security of those internal functions.
    • Acquired and managed productive sources of positive and counterintelligence information throughout the world, sustaining sources for more than 20 years.
    • Established and built productive working relationships with NATO, as well as chiefs and other senior personnel of foreign intelligence and security services worldwide.
    • Monitored investigations of information leaks to the media.

    • Established working relationships and collaborated on such issues as counterintelligence, operational security and counterespionage with other U S. Government organizations, including the Departments of Defense, Energy, Justice and State, the military services, Defense Intelligence Agency, Federal Bureau of Investigation and the National Security Agency.
    • Established and strengthened working relationships with Members of Congress and staffs of Congressional intelligence oversight committees.
